GROUP BY
Aggregate functions by Department would require several queries, each with a different WHERE clause (Dept=PR, Dept=Acct)
GROUP BY clause does several aggregations at one time
Some columns are GROUP’ed BY columns, others are for the statistics
HAVING is the WHERE clause for groups
